July 2026: Key Regulatory Milestones Converge
Critical timelines crystallise for ingredients compliance through 2027
The cosmetics ingredients sector faces a convergence of regulatory deadlines this quarter, with three major legislative processes moving toward decision points that will reshape compliance requirements across Europe.
Omnibus IX and III: Committee Vote Imminent
The Committee vote on Omnibus IX and III is scheduled for 16 September 2026, marking a decisive moment in the three-part regulatory package. Following approval, the regulation will enter into force in December 2026 or January 2027, with a 20-day entry-into-force timeline after Official Journal publication.
Critical transition dates for industry:
- 1 February 2027: CMR prohibitions (11 substances in Annex II) apply as ATP 23 classifications take effect
- December 2027–January 2028: SCCS-based entries no longer placed on the market
- December 2028–January 2029: SCCS-based entries no longer made available
REACH Restrictions: Two Cosmetic Ingredients Under Review
EFfCI’s REACH Restriction Roadmap tracking reveals 11 restrictions adopted since 2022, with six more in advanced stages. Two merit particular attention for ingredients suppliers:
Octocrylene (UV filter) and the PFAS universal restriction sit directly on cosmetic ingredient files. The Roadmap provides the most authoritative single planning document available—detailing what is coming and the sequence in which restrictions will proceed across persistent, bio-accumulative, toxic, and endocrine-disrupting substance categories.
Omnibus VI: October Plenary Vote Expected
Following the provisional agreement (16 June) and Coreper confirmation (26 June), Omnibus VI — amending the CLP, Cosmetics, and Fertilising Products Regulations — is scheduled for plenary voting in the October session, with entry into force 20 days post-publication.
ECHA Basic Regulation: Key Governance Shifts
The reformed ECHA governance introduces material procedural distinctions. RAC and SEAC opinions carry regulatory weight and constrain Commission action; advice informs only. The Management Board expands to include stakeholder representation across six fields: industry, trade unions, environment, health, non-animal approaches, and consumer protection. All requests under Art. 48(1) will be published on ECHA’s website with regular status updates.
