Ahead of the 10 June deadline, EFfCI submitted its formal contribution to the European Commission’s Call for Evidence on the Biotech Act II, reinforcing the association’s commitment to shaping a forward-looking regulatory framework for biotechnology-derived cosmetic ingredients.
An outstanding contribution
The cosmetic ingredient sector sits at a pivotal point in Europe’s bioeconomy — a base of €2.7 trillion in value and over 17 million jobs. Fermentation-derived actives, bio-based emollients, biosurfactants and next-generation fragrance molecules are already reshaping how cosmetic ingredients are formulated and produced. Yet this transition remains constrained by regulatory complexity, investment uncertainty and infrastructure gaps that require urgent policy attention.
EFfCI’s contribution sets out eight priorities for the Commission, spanning a fit-for-purpose regulatory framework free from legacy constraints, EU-wide harmonised definitions and sustainability certification, faster and time-bound authorisation pathways, and dedicated SME support. The submission also calls for recognition of bio-based ingredients in green public procurement and the EU Ecolabel, a clear framework for substantiating sustainability claims aligned with the Green Claims Directive, long-term regulatory certainty, and measures to promote international harmonisation of safety assessment and sustainability certification.
With a legislative proposal expected in the second half of 2026, EFfCI looks forward to engaging constructively with EU institutions, Member States and stakeholders to help shape an eXective and science-based Biotech Act II.
