The cosmetic ingredients sector faced significant regulatory developments in June 2026, spanning new substance restrictions, landmark policy agreements, and critical deadlines for industry stakeholders.
Regulatory Landscape Shifts
The Ninth CMR Omnibus progresses toward implementation, with 11 CMR-classified substances set to be prohibited via Annex II of the Cosmetics Regulation effective 1 February 2027. Concurrently, the Third Ingredients Omnibus introduces fresh restrictions and prohibitions reflecting the latest SCCS scientific opinions—covering BP-1, BP-2, BHA, Butylparaben, CBD, and nanoparticulate Hydroxyapatite, among others.
Major Policy Agreements Reached
A provisional agreement on Omnibus VI was secured between Council and Parliament on 16 June, with final adoption anticipated in Q4 2026. The regulation introduces differentiated transitional periods tailored to cosmetic ingredients. Additionally, ECHA’s Basic Regulation Reform achieved provisional agreement on 30 June, strengthening the Agency’s governance framework and operational sustainability.
Agency Activities & Consultation Windows
The European Commission released its Animal Testing Roadmap (Communication C(2026)3497), formally committing to phasing out animal testing in chemical safety assessments. For Octocrylene, the RAC has adopted its opinion while the SEAC draft opinion is now open for public consultation until 17 August 2026. SCCS has launched a new mandate on Cyclamen Aldehyde, with ongoing assessments on Titanium Dioxide, Silica, and Silver.
